Acar was born in Istanbul in 1949, and graduated from Robert College. He obtained his BSc degree from METU’s Department of City and Regional Planning. Subsequently, he began his graduate studies in 1972 as a Fulbright grantee at the University of Pennsylvania; he received his MS degree in operations research in 1974, and PhD degree in large-scale modelling and optimization in 1976. After returning to Turkey, Acar became a faculty member at Middle East Technical University’s Business Administration Department in 1980, and served as the rector of the same university from 2008 to 2016.
